Philip Morris ZYN Manufacturing Campus Opens in the U.S.
The Philip Morris ZYN manufacturing campus in Aurora, Colorado, has officially opened as the company expands its U.S. production capacity for ZYN nicotine pouches. Philip Morris International (PMI) announced the opening of the new manufacturing campus on July 27, 2026.
The facility represents a major investment in U.S. manufacturing infrastructure and is designed to support the growing production and distribution requirements of ZYN and PMI’s broader modern nicotine portfolio.
Philip Morris Opens $1.2 Billion Aurora Manufacturing Campus
PMI U.S. has opened its new Aurora, Colorado manufacturing campus with total planned capital expenditures of approximately $1.2 billion between 2024 and 2028.
The project was initially announced in 2024 as a $600 million investment. PMI later increased the planned investment to approximately $1.2 billion as the company expanded the project’s production capacity, infrastructure and future capabilities.
The Aurora site began commercial production in July 2026 and manufactures ZYN nicotine pouches.
The campus covers approximately 148 acres and includes around 780,000 square feet of manufacturing and related facilities.
Aurora Becomes a Major ZYN Production Location
The new Aurora facility adds significant capacity to PMI’s U.S. modern nicotine manufacturing network.
PMI already operates a ZYN manufacturing facility in Owensboro, Kentucky, while its U.S. manufacturing network also includes operations in Wilson, North Carolina.
The Aurora campus is PMI’s first greenfield manufacturing and production complex in the United States.
The company has described the site as a strategic production and export hub designed to support future demand in the United States and international markets.
Manufacturing Capacity Expands as ZYN Demand Develops
The opening of the Aurora campus comes as nicotine pouches continue to develop as an important segment of the global nicotine industry.
ZYN has become a major brand within the modern oral nicotine category, and PMI has continued to expand its portfolio with different product formats and nicotine strengths.
In September 2026, PMI U.S. announced additional ZYN portfolio developments, including new strengths and the ZYN ULTRA moist oral nicotine pouch range.

Investment Focuses on Production and Supply-Chain Capacity
According to PMI, the Aurora investment is intended to strengthen domestic manufacturing and supply-chain resilience.
Approximately $1 billion of the planned investment had already been incurred by July 2026, with additional investment expected through 2028.
The company said future investment will include additional production capacity, site expansion, advanced manufacturing equipment, infrastructure and other capabilities.
For a nicotine manufacturer, expanding production capacity can help support several parts of the supply chain, including manufacturing scale, inventory planning, logistics and distribution.
ZYN Manufacturing Network Continues to Expand
Aurora is not PMI’s only investment in ZYN manufacturing.
The company is also expanding its existing Owensboro, Kentucky operation. PMI U.S. has announced an investment of more than $230 million for the Owensboro facility, with the expansion expected to increase the facility’s workforce.
Together, these investments demonstrate the increasing importance of dedicated manufacturing infrastructure for modern oral nicotine products.
The development also reflects a broader trend in which manufacturers are investing in production technology, quality systems and supply-chain capabilities as nicotine pouch markets mature.

FDA Regulatory Developments Add to the Industry Context
The Aurora campus opening follows several significant regulatory developments involving ZYN products in the United States.
On June 30, 2026, the U.S. Food and Drug Administration issued Modified Risk Tobacco Product orders for 20 ZYN nicotine pouch products.
In August 2026, the FDA also issued marketing granted orders for 11 ZYN ULTRA moist oral nicotine pouch products.
These authorizations apply to specific products and do not represent blanket authorization for every nicotine pouch product or brand.

Product Innovation Is Becoming More Important
The expansion of manufacturing capacity is taking place alongside continued product development.
Nicotine pouch manufacturers are increasingly working with different:
- Nicotine strengths
- Pouch formats
- Moisture levels
- Flavour profiles
- Packaging formats
- Nicotine-release characteristics
- Manufacturing processes
As product variety increases, manufacturing consistency and quality-control systems become increasingly important.
Research into nicotine delivery is also expanding. Our article New Study Compares Nicotine Absorption Rates Across Pouch Formats examines how formulation and product characteristics can influence nicotine release and absorption.
Quality and Manufacturing Consistency Remain Important
Large-scale nicotine pouch production requires consistent raw materials, controlled manufacturing processes and appropriate analytical testing.
For manufacturers and B2B suppliers, important areas can include:
- Raw-material specifications
- Batch consistency
- Certificate of Analysis (CoA)
- Analytical testing
- Product traceability
- Manufacturing controls
- Packaging specifications
- Supply-chain documentation
As manufacturing volumes increase, maintaining consistency across production batches can become an important part of supplier and quality-management programs.

What the Aurora Campus Means for the Nicotine Industry
The opening of the Aurora campus is another indication of the investment being made in modern nicotine manufacturing.
A dedicated manufacturing campus can provide manufacturers with additional production capacity while supporting supply-chain resilience and future product development.
For the wider industry, the development could also increase competition among major nicotine companies as businesses continue investing in nicotine pouches and other non-combustible product categories.

Outlook for ZYN Manufacturing
The Aurora campus is expected to play an important role in PMI’s U.S. manufacturing strategy as the company continues to invest in ZYN production.
With approximately $1.2 billion in planned investment through 2028, the facility represents a significant expansion of PMI’s manufacturing infrastructure in the United States.
The company also sees Aurora as a potential production and export hub, connecting U.S. manufacturing capacity with future international opportunities.
At the same time, the nicotine pouch industry continues to face regulatory changes across different markets. Future growth will depend on product authorization, consumer demand, manufacturing capacity, supply-chain development and country-specific regulations.
