FDA Authorizes 11 More Nicotine Pouches: What It Means for B2B Nicotine Buyers

On 21 August 2026, the U.S. Food and Drug Administration (FDA) authorized 11 new nicotine pouch products made by Swedish Match USA, Inc. under the ZYN ULTRA brand. With this decision, the FDA has now authorized 43 nicotine pouch products in total. For manufacturers and buyers of pharmaceutical-grade nicotine, it is another sign that the regulated U.S. market for oral nicotine products is growing.

What the FDA authorized

  • 11 ZYN ULTRA products: ten at 9 mg and one at 11 mg (Smooth).
  • Flavours: Chill, Citrus, Cool Mint, Deep Freeze, Menthol, Peppermint, Smooth, Spearmint, Wintergreen Chill and Wintergreen.
  • Pathway: Premarket Tobacco Product Application (PMTA), reviewed under the FDA’s nicotine pouch pilot program.
  • Of the 43 nicotine pouch products authorized so far, 23 came through the pilot program.

Why the pilot program matters

The FDA says its pilot program led to faster resolution of issues, shorter response times for applicants and more efficient scientific reviews. The agency is now applying these improvements to other PMTAs. Faster reviews can bring authorized products to market sooner, and that supports steady demand for consistent, well-documented nicotine raw material.

Authorization is not approval

An FDA marketing order allows a product to be legally sold in the United States to adults aged 21 and over. It does not mean the FDA has “approved” the product or that it is safe. Nicotine is addictive and toxic, and every business in the supply chain must handle it with care.

What this means for B2B nicotine buyers and suppliers

  • Full documentation: pouch makers preparing a PMTA must account for every input. Suppliers need to provide a Certificate of Analysis (COA), specification sheet and Safety Data Sheet (SDS) with each batch.
  • Batch-to-batch consistency: assay and impurity results must stay stable across batches, with full traceability.
  • Grade clarity: buyers should confirm whether they need tobacco-derived nicotine USP, synthetic (S)-nicotine or a nicotine salt, and ask for the matching test reports.

Trade Nicotine is a B2B-only marketplace where licensed buyers can compare nicotine suppliers by assay, grade, MOQ, FOB price and available quality documents before sending an enquiry. Buyers can post a buy requirement, and manufacturers and exporters can list their nicotine at tradenicotine.com.
